As Durkheim’s theory has progressed as a basis of modern theory and policy, it has had to adapt to the values and norms of an immensely modernized and industrialized society. Institutional anomie has become the primary basis to the concept of normlessness and the basis of crime and deviance in accord with the concept of anomie that Durkheim asserted initially. In his construct of solidarity, Durkheim sought to explain the ways in which people develop social structures and bonds based on their divisions of labor and the ways in which they bond together in mutual interest and support. It is obvious and generally accepted that, in one form or another, social solidarity was always the focus of Durkheim’s attention.
